The Mines and Minerals Development Act No. 11 of 2015 under section 2 (1) defines artisanal
mining to mean:
“…an artisan’s mining operation undertaken by a citizen pursuant to a mining license granted
under part III”
The Oxford Dictionary defines an artisan as:
“ a worker in a skilled trade especially one that involves making things by hand”
In simple terms, Artisanal mining is a mining operation that is done by skilled labor/ miner
using their hands and simple tools such as picks and shovels.
HOW TO APPLY FOR AN ARTISANAL MINING LICENSE?
An application for an Artisanal mining license can be made to the Director of Mining Cadastre in
the prescribed manner and form upon the payment of the prescribed fee – Section 30 (1) of the

WHO CAN APPLY FOR AN ARTISANAL MINING LICENCE?
Artisanal mining shall only be undertaken by a citizen or a co-operative wholly composed of
citizens- Section 29 (4) of the mines and mineral Act.
– A citizen has the meaning assigned to it in the constitution, and in relation to a partnership,
means a partnership which is composed exclusively of citizens- Section 2 (1 ) of the Mines
and Minerals Act;
– A co-operative means a co-operative society established under the Co-operative Societies
Act, 1998- Section 2 (1) of the Mines and Minerals Act.
HOW LONG IS AN ARTISANAL MINING LICENSE VALID FOR?
An artisanal mining license once granted is valid for a period of 2 years and is subject to the
payment of statutory area charges per annum.- Section 34 (a) of the Mines and minerals Act.
WHAT IS THE SIZE OF AN ARTISANAL MININING LICENSE?
The area over which an application has for a mining license is lodged shall be a minimum of 1
Cadastre unit and not exceeding two Cadastre units- Section 29 (3) (a) of the Mines and minerals
Act.
The maximum area an Artisanal Mining license can cover is 6.68 hectares of land.
